MALCOLM MEDLEY is the District Director for the United States Equal Employment Commission (EEOC) for Florida District, Puerto Rico and U.S. Virgin Islands. He is a General Management Executive, In-House Legal Counsel & Government Agency Head with a unique blend of expertise leading national business operations, legal practice, corporate legal affairs, government agency with Federal partnerships, governmental relations, regulatory and compliance affairs. Significant leadership experience in private industry as well as state, local and national legal affairs. A skilled organizational leader, negotiator and motivator successful at capturing cost reductions, facilitating smooth-running operations and ensuring the achievement of long-term growth objectives. Full understanding of corporate and employment issues. Able to translate business development models into specific growth strategies to achieve targeted outcomes. Counsel management on legal issues affecting business transactions and coordinate with outside counsel.
Prior to the EEOC, he was the Chairman of the Massachusetts Commission Against Discrimination (MCAD). Upon appointment from and with direct report to the Massachusetts Governor, Ms. Medley led the Commonwealth’s statutorily created state-wide enforcement of civil rights laws, with accountability for a broad range of administrative, operational and legal functions. Lead an organization of investigators, hearing officers, attorneys, and mediators who enforce state and federal civil rights laws. Oversee all Commission functions, including investigation, enforcement, adjudication, administration, policy-making, training, education, outreach and federal partnerships.
He was the Principal at the Law Office of Malcolm Medley, where he successfully represented clients in Federal and State Courts, and at administrative agencies in cases involving discrimination based upon race, age, disability, and ethnicity. 100% litigation success. Areas of civil rights representation include employment, police conduct, education, housing, commercial and consumer transactions (including predatory lending). Employment and commercial arbitrator on The American Arbitration Association National roster. Defended clients in criminal trials.
Mr. Medley was Legal Counsel at OneUnited Bank, where he provided legal guidance and support as member of senior executive team while serving as legal counsel on litigation, employment and corporate matters for this $600 million national bank, the largest Black-owned bank in the United States with presence in Massachusetts, Florida and California. Member of Senior Executive Team which spearheaded strategic expansion and business development plans, including evaluating potential acquisitions and capital creation efforts.
He served as Special Assistant Corporation Counsel with the City of Boston, where he epresented public sector management in the areas of employment law, civil rights, business contracts, dispute resolution, arbitration, mediation and litigation, as well as human resource and labor matters such as employee discipline, termination, compensation/benefits, at-will, preventive labor, discrimination, sexual harassment, collective bargaining and family medical leave. Provided quality legal advice and counsel to the School Committee, Superintendent of Schools and senior managers. Managed major legal projects and initiatives, including policy revisions and civil rights training. Counseled human resources administrators, Equity Officer, and senior administrators regarding School Desegregation and staffing Court Orders and civil rights issues; provided legal oversight over investigations of internal Civil Right complaints from students, parents, and employees regarding discrimination, First Amendment and Due Process violations, and establishment issues.
Mr. Medley is a Frequent Speaker, Presenter and Lecturer on a number of issues including Employment law, Banking and Criminal Justice. He is the recipient of a numerous awards including: Jamaican-American Bar Association, North East Barrister's Award, 2010; City of Quincy, Commitment to Human Rights Award, 2010; Norfolk County District Attorney, Dedication to Achieving Fairness and Equality, 2010 and Massachusetts Lawyers Weekly, Up and Coming Lawyer, 2003.
Mr. Medley was awarded his LL.M. in Banking and Financial Services from the Boston University School of Law. He earned is Juris Doctorate from Boston University School of Law and his Bachelor of Arts Degree from Northeastern University.
He is originally from Jamaica and attended Jamaica College.
